I have Victor Martinez making $18M this year and next. Can I submit him for the buyout clause now and be done with him or does it have to be in the off season? If I do it now would it be $18M total?

You can buy him out now. Yes, $18M waiver penalty against this year's cap or $9M against this season and next.

Question on Club Options in regards to contract buyouts.
I have Tulo with the following contract: 18: $20.0M 19: $20.0M 20: $15.0M 21: 14.0M (CO)
Is my buyout strictly the 18-20 contract years or does it include 21' the CO?

You are declining the option so it doesn't go against it.
