The rule is there to protect you. Now there's reason not to waste your money on young RPs, unless you know something about Dylan Floro that I don't.

I'd rather SB Tayron Guerrero and Edgar Santana and have the proper PP functionality (four years of PP control, be able to store them in the minors as they go through their growing pains, waive at the cost of one year), then have to devote a 25 man roster spot to a guy that may not spend the entire year in the majors.

And there are other leagues that we're in together where that's the rule. The draft and the mid season spec bidding period are the times to pick these guys up in DGM. If one of these types (unsigned, undrafted, rookie RP) is actually good enough to matter (not one yet), then there's a new rule this season that you can use one of your three tags on him to lock in his PP control.
The rule being set up as is in this league is inconsequential. Certainly not worth getting too bothered about. Just a different wrinkle so every league is not exactly the same.
