The First Year Player Draft (FYPD) will be held after the conclusion our offseason free agency period (usually in March). It will be a 5 round draft, and will include every player in MLB's June Amateur Draft, every international player signed July 2nd and after (who have not reached their 25th birthday)*, and any prospect who has had a minor league IP or AB that is not owned by any team.
These picks are tradable, but they will not be eligible for trade until after the completion of the MLB World Series.
The order of the draft will be based on record and will go by reverse order of the standings. For example the team with the least amount of points will have first pick, second least points second pick and so on. The same order will apply each round. For playoff teams it will be determined by where they finish in the playoffs.
If two teams have the same number of roto points at the end of the regular season the team that has a lower ERA will get the higher pick. If both teams have the same ERA and same amount of Roto points at the end of the season then a second tie breaker of least Runs scored will determine who gets the higher pick.
*all international players 25 y/o and older will be subject to regular free agency rules (signed to a contract, not a bonus). The same restrictions will apply to non-international free agents that have left the MLB/MiLB system to play abroad.
As long as the draft is moving along, we won't institute a pick clock or draft pick slotting. If the picks slow, threatening to push completion of the draft back further than the anticipated 3-4 week timetable, then the commissioner or a designated member of the admin team will take measures to complete the draft in a timely manner.
