If a player hasn’t hooked on with a team can he be listed in the minors roster on Fantrax? Had kind of assumed would have to be on the MLB roster, but on reflection that seems wrong.

It's all about the contract status. If the player is PP status, then yes. If he is signed to a ML contract, he has to be on the ML roster. I'm experiencing the same issue with Trevor Rosenthal, especially frustrating because of his likely DL status if he were signed.
