No the idea is that during most weeks, you should be using SBs for pop up guys that have arrived in the MLB, and then when the AllStar Break rolls around is when you should be popping guys like Tong. It allows the more casual prospect hounds not to not lose their shorts to the sharks that would grab guys like Tong a week or two ago (like he already was in High & Tight).
