This league will hold two inaugural drafts running at the same time.
The Major League Draft will be 20 rounds long. The minor league draft will be 20 rounds long. This will be a snake draft.
In the Major League Draft any MLB player signed to an MLB contract, a free agent, arbitration or pre-arbitration eligible can be selected.
Any team that drafts a player currently designated as a free agent shall inherit whatever contract they sign in real life. All Protected Players (less than 4 years service time) will cost $500k. All players short of the 50IP/150AB criteria will be free and considered eligible for the Minor League Draft.
In the Minor League Draft any minor leaguer signed by a team can be drafted.
These draft picks will be tradable, but you cannot trade Major League picks for minor league picks or vice versa. Major League picks will only be allowed to be traded for Major League picks and minor league picks only for minor league picks. Also once a player is drafted he can only be traded for more picks on his side. What this means is if I draft Andrew McCutchen during the draft I can only trade him for more Major League picks and not for picks on the minor league side. This also applies to the minor league side. If I draft Kris Bryant I cannot trade him for MLB picks only minor league picks. You will only be allowed to trade Major League players for minor leaguers after the conclusion of the draft.
Draft order will be randomized for Major League Draft only. Your order in Major League draft will also determine your order in the minor league draft. For instance if you have the first pick in the Major League draft you will have the last pick in the minor league portion, if you have the second pick in the Major League draft you will have the second last pick in the minor league draft and so on.
International rules from the FYPD apply here. For example Yoan Moncada is eligible for the minor league draft since he is 23 and under, but Hector Olivera is eligible for MLB draft since he is 24 and over. For the international players that are 24 and over you may draft them as Protected Prospects (PP) or you may take there real life contract. You can apply this rule to applicable International Free Agents. For a Cuban player to be draft eligible he must be eligible to sign with a team in real life. If he is not eligible (not cleared by MLB and OFAC) then that player is not eligible for the draft.
Amendment #1 Rule 4: For International signing rules any player signed after July 1st, 2014 and over 24 is considered eligible for the MLB draft. If an international signee over 24 signed before July 1st, 2014 and that player has not accrued 50 IP/150 ABs at the major league level then those players are eligible for the minor league draft (ex: Dariel Alvarez, Henry Urrutia).
Amendment #2 Rule 4: If an owner does not make his pick with in the allotted drafting time or selects a player that has already been selected then that owner will be skipped over and the next person on the clock can make there pick. The owner who has been skipped will still be able to make his pick or change his pick if selecting a player who has been drafted, but the draft will continue on whether an owner makes there pick or not and the skipped owner may miss an opportunity to draft a player he or she may have liked. To avoid this an owner can send in a priority list before there time comes up to avoid missing a player they would have drafted.
