I have seen several instances where we have not been allowed to bid on minor leaguers, but from the rules it states:
Minor leaguers: Until a player becomes a "prospect" as defined by rule, that player is a minor leaguer. All minor leaguers will be given "Signing Bonus" contracts only. Any player that has yet to achieve prospect status (50 IP or 150 AB) will be signed to a MiLB contract.
From April 4th: Hinojosa has yet to reach 50 IP. Not eligible for in season free agency (yet) Seems to me that the rules allow bidding on prospects, but can only be given a Signing Bonus.
Am I reading this wrong?

Its in Rule 5:
MiLB FA's cannot be bid on at any time other than the specified MiLB FA.
