you made all these same arguments last year. and it ended turning out that no one got a penalty last year, so its not like it was onerous after seeing it go for a year. if you choose to get one this year, that's your choice. i know from being in other leagues with you, you have a tough time letting things go. but we've already done this.

So, rather than discussing the pros and cons of an idea, you've chosen to point out El Guapo's shortcomings as a person instead of showing how each owner's approach to team building isn't best for the league? Personalizing the issue rarely succeeds in winning over anyone.
Our point was that teams stuck in the middle have a two choices: Muddle along, mired in that middle ground or take the more risky but potentially rewarding approach by going full bore for improvement.
You've now made the larger point should ideas be dismissed just because they are revisited.

my point was we've already discussed all this and you are just repeating the same stuff you said last year, we're not going to sit here and rehash the same discussion. we spent a good bit of time making that decision and put thought into it. no one got dinged last year. nothing's changed. if you want to make choices that put you in danger of the rule, well, you know the rules, the minimums are not high, that's your choice.

Okay everyone. I have been working on cleaning up the rules this offseason and want to post some edits I've made in hopes that they might be clarifying. Nearly every rule has been edited in some way - deleting superfluous bits and redundancies, cleaning up ambiguities, or even just formatting and flow - so please take some time to browse through and give me any feedback you might have.
All edits of any substance will be posted here for public consumption. Feel free to critique or suggest changes - I promise to take everyone's ideas seriously - but all final decisions, and fault, are mine.

From Rule 3 - Salary Caps and Tags FRANCHISE TAGS Team takes on the players real life MLB contract. We currently use Cot's as the official source for contract and salary information. Please round all annual salaries to the nearest $50,000 increment. www.baseballprospectus.com/compensation/cots/ All contractual option (player, club, mutual and vesting) will be considered club options. This league will not enforce buyouts of options. Player opt outs will also be treated as club options. If an owner exercises an option then they are responsible for the remainder of the contract, unless another club option exists.

From Rule 11: When a Contract Ends
RETIRING PLAYERS & TRAGEDIES
Should a player that is under contract retire - whether officially or just from an inability to find a roster spot - the team that owns his contract is still obligated to pay him half of his annual salary for the length of his deal. The rationale of ths rule is to prevent GM's from offering long and back-loaded contracts to older players as a strategy in Free Agent auctions.
Should a player's career be tragically cut short due to injury or death, his contract will come off the books immediately following the season in which the injury occurred or immediately if in the offseason. If there is any ambiguity in defining how a player's career ended, the League Office reserves the right to make the final call. We ask that all GM's respect the final word of the Commissioner.

From Rule 12: Trades
There is a Trade Block Board under the Trades Tab. Please feel free to use this board to communicate team needs and trade candidates to the rest of the League.
Major League Players, Minor League Players, Prospects, and Tags can all be traded. Salary cap ($) cannot be traded. Tags must be defined (Franchise, Restricted, or Flex) and attached to a player with an expiring contract. That tag then MUST be used on that player. Trades of players + tag acquired from other teams MUST include said tag (they are inseperable after the initial trade). First Year Player Draft (FYPD) picks can be traded after the end of our Restricted Free Agent Auctions, no sooner than that.

It will be a 5 round draft, and will include every player in MLB's June Amateur Draft, every international player signed July 2nd and after (including and under the age of 23)*, and any prospect who has had a minor league IP or AB that is not owned by any team.
These picks are tradable, but they will not be eligible for trade until the conclusion of our Restricted Free Agency auction and the subsequent posting of draft order.

From Rule 15: Transaction and Roster Records
The league requires you have a Team Roster and Transaction Log posted, seperately but in the same thread, on your team board.
Team Rosters should include the following information...
Salary Cap Total Team Salary for the current year Total Salary still available Total Signing Bonuses awarded Total Waiver Penalties absorbed Total Number of Players on roster A complete list of players, and their contracts, under team control
Transaction Logs should include the following information...
Trades FA Signings Player Releases/Waivers Tagged Players All Draft Picks Prospect signings and bonuses Player Options (exercised/declined)
Failure to keep up with your Team Roster is a non-starter. You will be replaced. Failure to keep up with your Transaction Log will result in potential persistent pestering (and alarmingly annoying alliteration) from the League Administrators. The League Commissioner withholds the right to replace GMs who refuse to keep an accurate log of their transactions.

From Rule 14 - Major League Roster, Scoring and Playoffs "We will use Fantrax defaults to determine positional eligibility. These can be found on the Fantrax league homepage under the League Rules Summary Tab [ ruthianrotobaseball.proboards.com/thread/43/all-answered?page=2 ]" Also, changed rule from limited DL spots available (2) to unlimited. Rule was never enforced and Fantrax was not set up in the same way.

From Rule 13 - First Year Player Draft
The following rule pertaining to IP and AB minimums and draft postioning has been removed...
"Also in order to keep your current pick you must meet the minimum requirements of 600 Innings Pitched and 2100 At-Bats for the season. If you miss both of these minimum marks you lose 5 draft slots. For example if you have the 3rd pick and you don't reach both minimums you drop down to the 8th pick. If you miss one of the minimum marks you lose 3 draft slots. For example if you have the 3rd pick and you don't reach the minimum in Innings Pitched you drop down to the 6th pick. Now if a team has a legitimate reason for not meeting the minimums (injuries for example) then the League Manager will take that into consideration when determining the type of punishment received if at all. "

In Season Free Agency Amendment
This amendment changes the in season free agency rule governing when Major League players who are still under the career 50IP/150AB thresholds are eligible for nomination and bidding. Previously, players who had not reached those thresholds could only be added to a roster through the First Year Player Draft or our prospect bidding period. This amendment allows for players who 1) are not rostered and 2) break camp on a ML roster or are called up in-season to be nominated and bid upon prior to surpassing the 50IP/150 AB thresholds. The amendment, as written in Rule 6. Free Agent Process and Bidding, appears below...
In Season Amendment: Beginning with the 2018 regular season, unowned players under the 50/150 thresholds will be eligible for bidding as long as they were on a real life MLB roster 1) the previous Friday and 2) at the time of nomination. All bidding regulations apply (e.g. contract structures, salary spread, bid increments, etc.) This only applies to In Season free agency.

Previous version...
"Until a player becomes a Protected Prospect (PP) as defined by rule, that player is a minor leaguer. All minor leaguers will be given "Signing Bonus" contracts only. Any player that has yet to achieve prospect status (50 IP or 150 AB) will be signed to a MiLB contract with the exception of international free agents who are 24 years old or older at the time they signed with a MLB club."
Replace by...
"Until a player becomes a Protected Prospect (PP) as defined by rule, that player is a minor leaguer. Please take a look. This amendment does not shift anything dramatically, merely making sure that GMs don't get stuck with an unwanted extension.
New Amendment in Rule 3. Salary Cap, Tags, and Options:
Amendment - Franchise Tag and Off Season Extensions: Often a franchise tag will be used on a player during his arbitration seasons. In this case, GMs expect to lock in a one year salary. However, if 1) a player signs an extension of two years or more during his arbitration years and 2) said extension is signed after our tag deadline but before another deal is signed (e.g. this rule would not apply to players who agreed on an arbitration salary and then signed an extension two weeks later), GMs will have the option of taking on the extension contract (this is currently the default) or taking on just the first year of said extension, at which point the player will become a free agent again after one season. Please note, this amendment only applies to players in their pre-arbitration or arbitration years.

From Rule 13: First Year Player Draft
We needed to clarify a question of draft status. Texas native RP Chris Martin signed a two year MLB deal with the Rangers in mid-December. He pitched in the Majors in 2014-15 with a career total of 36.1 IP. Is he an under 50IP spec and thus draft eligible? Or is he a 25 and older international free agent signing who is up for bidding during Unrestricted Free Agency?
He's a free agent and not draft eligible...
We've clarified the following... "*all international players 25 y/o and older will be subject to regular free agency rules (signed to a contract, not a bonus)."
It now reads... "*all international players 25 y/o and older will be subject to regular free agency rules (signed to a contract, not a bonus). The same restrictions will apply to non-international free agents that have left the MLB/MiLB system to play abroad."

**RULE CHANGE, UPDATE, OR ADDENDUM**
Summary: Franchise tags may be applied, beginning next off-season, to free agents who have PP years remaining in order to retain said player through their PP years.
Motivation: This allows another avenue for GMs to use the three tags awarded each off-season and cuts against the tendency of our rules format to create more MLB contracts than can be successfully utilized on a 25 man MLB roster.
Addendum will be added to Rule 3: Salary Cap, Tags, and Options
Example: Player A, a real life rookie and unowned in our league, goes through in-season free agency and is won on a one year, MLB contract. At the end of said contract, Player A may be tagged with a franchise tag and controlled through his remaining PP years.

As a clarification, Rule 10. Releasing Players and Waivers System has been updated. A sentence has been redacted and some verbiage added (bolded below)
"If 2 teams place a claim for the same period, waiver order will be consulted (which will be determined by the reverse order of Inaugural Draft). Once the season starts, the waiver order will be subject to the combined standings, in reverse order, as of the previous scoring Monday. Off season claims will be determined by the end-of-season, combined standings in reverse."
