One minor rule update...
From Rule 10: Releasing Players and Waivers System
Addition of the final sentence to the following paragraph...
"EXCEPTION 1: After the Trade Deadline, MLB players can be posted on revocable waivers. Any claimed player will be subject to 48 hours for a deal between posting and claiming teams. Failure to agree to a deal will allow the posting team the decision to hold on to the player, or release him to free agency. If a player is held onto by the posting team after 48 hours, he may not be traded at any point until the proceeding offseason. Players may only be posted on revocable waivers once per season. This system is similar to the system that is used in MLB. All players placed on revocable waivers will be "pulled back" at the end of the waiver period as the default action (i.e. they will not be automatically released)."
Explanation: In the past we've required that players placed on rev waivers are pulled back (like MLB) by a set time, otherwise they are waived and GMs are stuck with the 50% waiver penalty. This change negates the possibility of being saddled with unwanted and overly harsh waiver penalties due to missing a deadline.

From Rule 6. Free Agent Process and Bidding
Adjustment to the weekly posting and bid dates of in-season free agency in the following paragraph...
"IN SEASON
Once the regular season begins, the process of FA bidding changes slightly since there will be no weekly randomly drawn batches of players on which to bid.
There will be, however, weekly bidding deadlines to help create an environment of fairness and promote GM activity.
Players may be posted at any time, however, bids will be counted every Friday at midnight, EST. In order for a player to be eligible for bid in a given period, he must be posted Thursday before midnight, EST.
Blind Bidding - Once a player is listed, any GM may submit a blind bid to the "Free Agent Bids" account. Any PM submitted prior to a player being listed will be invalidated. Bids may be submitted until the weekly deadline of Friday at midnight, EST. Any bid received after the deadline will be invalidated. No exceptions.
Be careful to not exceed your salary cap. If this occurs, the commissioner’s office will contact you mandating that your team make arrangements to waive players in order to bring the current salary within your team’s salary cap. You will have only 72-hours to do this. If you fail to comply, the League Office will take action and possibly drop your most recently signed player to free agency in order to bring your team under the required salary cap maximum. If you sign someone and you don't place him on your 60 man roster within 72 hours he becomes a free agent again. At this point the League Office will notify the league of the player who has recently become a free agent and list them under the Waiver thread. The League Office will review each 60-man roster often to make sure you are complying with your team’s assigned salary cap."
Explanation: This puts our in season free agency posting and bid dates at the same time as most other leagues (Thursday and Friday, respectively), reducing the chance of confusion for those playing in multiple leagues.

A couple of First Year Player Draft rule changes...
From Rule 13. First Year Player Draft
1) We've replaced...
"These picks are tradable, but they will not be eligible for trade until the conclusion of our Restricted Free Agency auction and the subsequent posting of draft order."
with...
"These picks are tradable, but they will not be eligible for trade until after the completion of the MLB World Series."
2) In addition, the following has been added concerning draft pace...
"As long as the draft is moving along, we won't institute a pick clock or draft pick slotting. If the picks slow, threatening to push completion of the draft back further than the anticipated 3-4 week timetable, then the commissioner or a designated member of the admin team will take measures to complete the draft in a timely manner."

Rule update pertaining to 2021 season only: Positional Eligibility
We've adjusted the games needed from the previous season to the following:
Batters: 8 games Starters: 2 games Relievers: 3 games
This is a proportional adjustment based on 2020 consisting of 60 games, rather than the ususal 162

Rule update pertaining to contractual options
Why? To address structuring a contract when both a player and a club option exist for the same season
What? The following sentence has been added to Rule 3. Salary Cap, Tags, and Options at the end of the OPTIONS section:
"If a player signs a contract that has both a player and a club option in the same year (see Kevin Pillar's deal with the Mets for 2021-22), then the lesser of the two option amounts is used and treated as a club option."

Rule Update pertaining to bid increments in free agencyCurrently, bid increments are allowed in amounts of $100K... From " Rule 6: Free Agent Process and Bidding... SALARY SPREAD AND BID INCREMENTS... ... The minimum increment for a bid is 100k. Bids that include any denomination lower than 100k (i.e. 50K, 10k, 1k, 100, 10 etc.) will be considered invalid and will not count...." The line above is being edited to allow bids in $250K increments, as that is a common and understandable error that GMs make in their bids and I want to stop nitpicking. The edited line will read... " The minimum increment for a bid is 100k. Bids that include any denomination lower than 100k (i.e. 50K, 10k, 1k, 100, 10 etc.) will be considered invalid and will not count with the exception of bids in increments of $250K (e.g. $750K, $1.25M, $1.75M, $2.25M, etc...)"

Rule update pertaining to MLB roster size
To reflect the changes in MLB, we are increasing the # of MLB slots available in Fantrax from 25 to 26.
Pertinent section in rule '2. Rosters and Roster Size' will be amended to the following...
"Teams will have a maximum 60 man roster:
26 MLB roster maximum
34 MiLB roster maximum
Players on IR do not count against 60 man cap"

Update to rule '9. Free Agent Rulings':
The following italicized bit has been added for clarification...
"The commissioner’s office will post the winning team in the FA Winning Bids section. It is solely your responsibility to monitor the board and add any player you've won to your roster. In the case where a player is won and not added to the winning team's Fantrax roster before being re-nominated in a subsequent bidding period, the original bid winner loses the right to add that player. However, GMs are encouraged to help each other out by sending a reminder about picking a player up rather than "gaming" this rule."

The following guideline has been added concerning "tanking" strategies...
"Tanking is defined as the purposeful benching of MLB players, leaving either empty slots or starting players not currently on a MLB roster, in order to improve one's draft position. If GMs want to orchestrate a "finish low, draft high" rebuild, they need to do so while starting MLB rostered position players and pitchers. GMs who don't follow this rule are subject to draft penalty or removal from the league. If you have questions about whether your rebuilding strategy will be acceptable, please reach out to League Admin to discuss."

This update didn't quite hit the nail on the head, as per our conversations on the subject amongst admin. I've altered the language slightly, which amounts to "don't bench the guys on your roster" rather than "you're at risk of losing picks or getting booted if you don't have a full MLB roster" "Tanking is defined as the purposeful benching of MLB players, leaving either empty slots or starting players not currently on a MLB roster, in order to improve one's draft position. If GMs want to orchestrate a "finish low, draft high" rebuild, they need to do so while starting the MLB position players and pitchers currently on their roster. GMs who don't follow this rule are subject to draft penalty or removal from the league. If you have questions about whether your rebuilding strategy will be acceptable, please reach out to League Admin to discuss."

Summary: Players under the threshold of 50IP / 150AB will be bid on using a Signing Bonus (SB) instead of a MLB contract starting with the 2023 regular season. See below rule for detailed eligibility requirements.

In Season Amendment: Beginning with the 2018 regular season, unowned players under the 50/150 thresholds will be eligible for bidding as long as they were on a real life MLB roster 1) the previous Friday and 2) at the time of nomination. All bidding regulations apply (e.g. contract structures, salary spread, bid increments, etc.) This only applies to In Season free agency.
Updated rule reads (italicized text being added):
In Season Amendment: Beginning with the 2018 regular season, unowned players under the 50/150 thresholds will be eligible for bidding as long as they were on a real life MLB roster 1) the previous Friday and 2) at the time of nomination. Bids will be placed using the same Signing Bonus structure (see Rule 8. Prospects and Signings - PROSPECT ACQUISITION) used in our annual prospect bidding period.

Summary: We are raising the salary cap starting next season. The current average MLB payroll is $140M, which means we have some catching up to do in order to keep our tag system in line. Without doing so we run the risk of devaluing our franchise tags.

The following table has been inserted as the second paragraph of the rule...
"Beginning with the offseason before the 2024 season, the salary cap will be raised on the following schedule... 2024: $135M 2025: $140M 2026: $145M 2027: $150M"

Previously, the OPTIONS subheading began with the following sentence...
"OPTIONS
All contractual option (player, club, mutual and vesting) will be considered club options."
This is being replaced with...
"OPTIONS
The following contractual options - player, club, mutual, vesting, conditional opt-out - will be considered club options. Other contractual options (as of yet not invented but surely on the horizon) will be considered by league admin as the need arises."
