I have him presently at $5.5M. He got released by the Rockies. COTS now has him at $ 1,352,459 (Jhoulys Chacin) for former players being paid by the team for 2015. What do I carry him at? And, or what would be the value if I decided to release him that I would carry forward?

I think you already signed him for his current cost. I guess it's up to Admin

I'm just curious as we normally say "COTS salary on opening day" but I can't find what or where the definition is in the rules here. Makes sense your reply, Tony, just checking to see if I can save a little pocket change. LOL

Since he was signed at $5.5M and you drafted him at that price that is what you will have to pay him for the season. It is the same rule that applies with players who sign contract extensions while in the middle of there contracts. You get the contract before the extension and that is the rule we have to enforce here. You also have the option to cut him from your roster while taking a salary hit according to what is stated in the rules. I hope this answers your question.
