When I tried to claim a pp guy a couple of months back I was told it wasn’t possible as in the off-season pp guys were treated as non-tendered and not subject to waivers? I don’t feel strongly either way (in fact think it’s better if you can claim pp guys), but just want to make sure I understand the rules.

They are Non-Tendered before unrestricted free agency (UFA). After UFA, they are tendered a contract and you have to pay the penalty. They also become claimable after UFA.

You're not dim. I think it's strange honestly. PP should be claimable year round, IMHO

The rationale is not strange though. It's reflective of real life MLB transactions. If you're non-tendered, you are automatically a free agent. If you are waived, then your contract can be claimed by another club.
