Please disregard. There is some confusion here. My understanding and the A's understanding was that the Cubs were waiving Conforto at $9M with $4.5M penalty, when in fact they were waiving Conforto at $18M, and the penalty is $9M. After conferring with the Cubs and the A's, Conforto will be waived, Cubs will take the $9M penalty and the Oakland A's withdraw their waiver claim.
