Matt's formulations are correct. Here is the rule on waiving PP guys...
"DROPPING PROTECTED PLAYERS (PP)
Once you drop a defined Protected Player (PP), you are responsible for half their salary for the year you dropped them only, unless you drop them pursuant to Exception 2 above. You have no more financial responsibility to that player the following year."
and here is the exception that Josh might have had in mind...
"EXCEPTION 2: This applies to PP (protected players) only. Owners will have the opportunity to waive any PP players without penalty beginning after the completion of the League's playoffs and ending once Unrestricted Free Agency has begun. This is akin to choosing to non-tender a player in their arbitration years. Protected Players (PP) who are released during this 'non-tender' period will be immediately dropped to the free agent pool and will not be subject to waiver claims."
